252070 - "Manage folder subscriptions" hangs forever when working offline

When you click the "offline" icon in the status line, and then select "Manage
folder subscriptions", the dialog that pops up suggests that some work is being
done, but there never happens anything until I press "Cancel". When I switch to
"online" again, the item works immediately.
The component should say that it's unable to read IMAP mailboxes when being
offline (instead of keeping the user waiting forever).

Reproducible: Didn't try
Steps to Reproduce:
1. Click "offline"
2. Click "Manage folder subscriptions"
3. Wait

You are still waiting

Expected Results:  
Something more informative should have happened
