From bug 181541 comment 110: I expect that new users want to "Add" a language because they want their favorite web site to show up in their language if it's available. So I would like that adding a language adds on top of the list, first position, instead of last position. The basic configuration steps would be to add my native language, then bump OK, that's all, don't need to "Move up".
