Details
The use of SECASN1DecodeItem should be examined to see if we can use the quick
decoder instead.

I took a quick look at the CRMF RFC, and didn't see anything requiring
DER encoding except for a few specific elements that tend not to get
separately decoded. So, I doubt we can switch much of this code to use
the DER decoder.

Nelson, if you are confident there are no DER-only objects to be decoded, please
close this bug as WORKSFORME or INVALID.
