Windows 98-XP use 'r' as the hotkey for "Properties" item in context menus.
(Right-click on the desktop or taskbar to observe.) 

However, Firefox's context menus use 'p'.

Firefox should use 'r', to maintain consistency with other context menus in
Windows OS.

Steps to Reproduce:
1. Load any page containing links(or images).
2. Right-click on a link (or image).
3. Note that the hotkey for "Properties" is 'p', not 'r'.
Actual Results:  
The hotkey for "Properties" is 'p'.

Expected Results:  
The hotkey for "Properties" should be 'r'.
