In Tools->Options->Web Features is an option entitled "Allow Web Sites To
Install Software". Next to this is a button "Exceptions". One would expect
that if the "Allow Web Sites To Install Software" box is checked, then the
exceptions button would open a "Denied Sites" dialog and if it is not checked,
it would open an "Allowed Sites" dialog.
However, this is not what the exceptions button appears to do. Instead, it
always opens an "Allowed Sites" dialog regardless of the setting of the
checkbox. It therefore causes confusion as to the purpose of that checkbox. If
the checkbox is checked, what effect would specifying "Allowed Sites" have?
I propose that the behaviour of this checkbox and the "Exceptions" button be
modified so that if the checkbox is checked, the exceptions button takes you to
"Denied Sites" instead of "Allowed sites". If this is not feasible, then the
wording should at least be changed so that it accurately describes what the
option does.
Reproducible: Always
Steps to Reproduce:
1. Tools->Options->Web Features
2. Check "Allow Web Sites To Install Software"
3. Click "Exceptions" (first time)
4. Uncheck "Allow Web Sites To Install Software"
5. Click "Exceptions" (second time)
Actual Results:
"Allowed Sites" dialog box both times
Expected Results:
Either:
"Denied Sites" dialog box first time, then "Allowed Sites" dialog box second time
OR:
Exceptions button grayed out first time, then "Allowed Sites" dialog box second time

On further inspection I believe that might need to be solved a third way.
If clearing the checkbox actually disables the install system altogether, then
the "Exceptions" button should be grayed out when the checkbox is cleared.
Otherwise it looks like you can still specify allowed sites.

"Block Popup Windows" option on the same options page has the same bug. That
is, the setting of "Block Popup Windows" checkbox seems to have no effect on the
behaviour or appearance of the "Exceptions" window, which always takes you to
"Allowed Sites" dialog.
