Unless width or height What's Releated is small, scroll bar is not displayed.

Steps to Reproduce:
1.Open What's Releated
2.Reduce the width of Sidebar
3.

Actual Results:  
Scroll bar is never displayed.

Expected Results:  
Horizontal scroll bar is displayed.

Vertical scroll bar also is not displayed.

Is this bug still valid? Wherever I browse to, the "What's Related" sidebar always says "No information available", which makes the question of its scrollbar a moot point.

The question is probably if we should kill that sidebar panel completely.

This has been INVALIDated by removing the "What's related" sidebar in bug 468337.
