Scmbug (http://www.public.asu.edu/~makrists/scmbug/), is a system that aims to
provide generic Source code Configuration Management integration with
Bugtracking. It currently supports CVS, and partial Subversion integration with
Bugzilla. This system could be mentioned in ~docs/xml/integration.xml.

This patch mentions Scmbug as another system that can integrate CVS with
Bugzilla, besides the "somewhat dated" CVSZilla project.

It also mentions that Subversion can be integrated with Bugzilla using Scmbug.

What versions of Bugzilla does it work with?  If it works with 2.16, we should
put this in the 2.16 docs as well.

I have successfully tested this with 2.14.2 and 2.16.5. I did not test against
2.18 yet. I'm waiting for the official release before I upgrade my production
machine to that.

I am calling some functions from globals.pl and CGI.pm, and also wrote some new
ones. I'd like to submit those back to you folks and completely depend on
globals.pl/CGI.pm or any other interface you may end up providing.

The Scmbug integration does not work with 2.18, due to schema changes. Details

As shown in http://bugzilla.mkgnu.net/show_bug.cgi?id=321#c7, support for
Bugzilla 2.18.x is now available in Scmbug version 2.5.0.
