In any profile, when I run customize sidebar for the first time the expandable
categories/folders are added to the bottom of the left-hand list, instead of
being  added to the top. 
Every next time the customize sidebar window is being opened, the expandable
folders (Favorites, International, etc.) are added to the top of the list. This
behavior is inconsistent.

Steps to Reproduce:
1.Open mozilla and open the customize sidebar window for the first time in a profile

Actual Results:  
The folders are at the bottom of the list.

Expected Results:  
The folders should be at the top of the list.
