In weekview, i recently got very confused by the changing start and end of the
displayed hours. When moving an event, it didn't really move, or something else
moved. confusing.

So i suggest to change weekview to always display all day. Then, scroll to the
start of the work day. The workday would have a different color.

The scrollbar should only scroll the hour boxes, not the all day bar, and not
the day names and numbers)

(The pref to show all day doesn't really work. Late appointments still mess up
the display.)

If the primary intent of this bug is to implement hours in a scrollable view and
automatically scroll to an hour, it may be a dup of 133107.

Bug 133107 suggested scrolling to an reasonable hour.  I think the
implementation then did have hours within a scrollable view.  The hours started
at midnight.  While the user could scroll manually, the problem (at the time)
was that, due to broken or nonexisting methods, there was no way in xul/js to
scroll the view to the desired hour box.  So it had to be reimplemented as it is
now, controlling the visible hours explicitly rather than with scrolling.  

I suggest checking to see if these problems still exist before doing too much
work on changing the weekview to use scrolling again.  The suggested blockers of
bug 133107 still seem to be open, but they may be out of date.

Yes, that is the intention.
But bug 133107. was filed when weekview looked somewhat different (i think), and
the comments made it unclear to me what the actual bug was there. Some talked
about not showing non-office hours, which we have now.
For clarity, and to prevent me from forgetting my idea, I filed a new bug.
