The edituses.cgi contains some strings ("Select match string", "List users with
login name matching:", "Back to the index, add a new user or edit more users.",
ecc) which should be translated into some languages, but edituses.cgi is not
into the template subdirectory

Reproducible: Always
Steps to Reproduce:
1. install correct the localization package into the template subdir;
2. re-run checksetup.pl;
3. log in by using an account which can manages users and set parameters;
4. set the  "languages" and the "defaultlanguage" parameter to the  RFC 1766
language tags idenitifying the  installed localization package
5. click the link "Users"

Actual Results:  
The generated page is always in English language, whatever the "languages"
and/or "defaultlanguage" parameter  was set

Expected Results:  
The generated page should be displayed in the language defined by the
"languages" and/or the "defaultlanguage" parameter
