254045 - Get the website bonsai off of rheet

Bonsai, we know from experience, can be DoSed *really* easily.  Mecha has been
taken down multiple times in the past because of people crawling
bonsai.mozilla.org with a spider.  While these problems may eventually get fixed
in bonsai itself (it is bugs in Bonsai that make it DoSable), the fact that it
can happen is still there.

Rheet has been having intermittent load problems recently, and the (quite
plausible, given the above) theory is that the load spikes might be due to bonsai.

The obvious solution is to move the website bonsai to mecha.  This depends on
getting the website CVS mirrored on cvs-mirror, since bonsai needs a local cvs
repository to look at.  It apparently *used* to be mirrored, and the mirroring
got lost at some point in the past.  See bug 211375 (and setting dependency).

The website is no longer on rheet, and rheet seems like a good home for bonsai now.
