Mail notification no longer works with only the browser open.  Either the
browser is no longer checking for undelivered mail on mail server or mail
notification section of browser Preferences isn't working.  Opening the Mozilla
mail client connects with mail server and all undelivered mail is delivered and
notification options are performed.

Steps to Reproduce:

Expected Results:  
Performed mail notification options as set in preferences after opening browser.

This feature worked fine until Mozilla 1.7.
