One especially nice feature of most other browsers, including IE6, is that the
ALT text for images is displayed as a tooltip when the mouse is hovered over an
image. This is especially nice, for example, to get the description of the color
star codes for seller ratings in eBay. Mozilla does not display the ALT text as
a tooltip however, which is frustrating and annoying.

Reproducible: Always
Steps to Reproduce:
1. Open a web page with a image containing ALT text
2. Hover the mouse over the image
3. The ALT text should be displayed as a tooltip, but is not.

Actual Results:  
No tooltip with the ALT text is displayed.

Expected Results:  
A tooltip with the iamge's ALT text should be displayed when the mouse hovers
over the image.

A workaround is to get the Properties of the image (using the contextual menu),
but this is more time-consuming and less intuitive. Plus, properly supporting
the ALT text as a tooltip should be pretty easy to add, I'd think.
It's not proper to display the ALT text, actually.
