"Allow website to install software" dialog displayed twice when two Firefox windows are open.

When 2 (or more) Firefox windows are opened, and you want to allow a website to
install software, the window that was opened last gets focus, and the allow
install dialog is displayed. When you click OK in that dialog, the window that
was opened before that gets focus, and the dialog is displayed again. And so on...
Reproducible: Always
Steps to Reproduce:
1. Open 2 Firefox windows
2. In the window you opened first, go to a website that wants to install
software, but isn't in your allowed sites (e.g.
http://googlebar.mozdev.org/installation.html)
3. Click the installation link, the warning "To protect your computer, Firefox
prevented this site from installing software on your computer." will be displayed.
4. Click "Edit Options..."
5. The other Firefox window will get focus and the allow sites dialog will be shown
6. Click OK (it doesn't matter if you allow the site or not)
7. Your "original" Firefox window will get focus and the allow sites dialog will
be displayed again.
8. Click OK again.
Actual Results:
Allow sites to install software dialog is displayed more than once.
Expected Results:
The dialog should be displayed only once, and focus should not change to another
Firefox window.
Confirmed with a fresh install and fresh profile, as well as with some
extensions installed.
