Previously I had entered a bug to customize the status fields.  This I guess is
a pretty big change but I would REALLY REALLY like to see a DEFERRED status
added.  I had to hand add this in RC16 and to do this was pretty painful.  Could
you please add to 18... pretty please.

This consititutes a feature change, which will NOT make 2.18 because it's
already branched.  2.20 might be possible, if someone decides to do it (patches
welcome, by the way ;) )

Is this a dupe?  Bug 8527 is about putting bugs to sleep to be woken up when
dependencies are resolved.  The feature being suggested here sounds simply like
reviving the LATER resolution - was this taken out in favour of priorities and
target milestones?
