Details

xpti.dat and so forth need to check to see if what they have cached is still up to date. If IIDs have changed, components been removed or added, or anything at all has in any way invalidated the component registry, then it should be regenerated. This would solve some seriously strange problems that occur when an install-over changes component IIDs.
