If you click the icon of the popup menu as "Insert" ," Align",or " Face" in the
Formatting Toolbar every quickly,you will see no tips.
If you have click the other icon ,and show the tip,then quickly click the popup
menu as "Insert" ," Align",or " Face".It will show you the tip with the content
you have seen before.
Reproducible: Always
Steps to Reproduce:
1.Quickly click the icon in the popup menu of the "Text alignment" or the "Face"
or the "Insert" in mail's composer's the Formatting Toolbar
2.Sometimes you will not see the tips in these popup menu.Sometimes you will see
the tip content which belongs to other button.
Actual Results:
You will see no tip or other tip's content when the mouse focus the icons.
Expected Results:
Appear the tip with right content every time.
It happen every platform.

I don't think it is a dupe,for different product,different component,different
appearence,and different solution.You can not be disturbed with the
word "Tooltip" in the Summary.
But thanks you all the same.:)

I don't think the appearance is different. I don't know enough about the
internals to comment on the whether the solution you're using is the way to do
things or not -- but if there is a general solution to the XP toolbar/tooltip
combination that would solve both problems, as I suspect there is, then the fact
that the symptom appears in different products makes no difference; in fact,
that bug was originally filed under Mail/News, and bug 147670 comment 57
mentions exactly the symptom this bug was filed under.
And as far component, this bug is misfiled under "Composition."
CC'ing bryner, who knows that bug fairly in-depth.

I see that.
But the key is which solution we choose is better
One is prohibit the display to avoid the empty tip or the wrong tip.
Another is define every tips to avoid the empty and the wrong.
Maybe we can make a vote.
