255819 - allow unrequested popups but minimized/without focus

i'm using safari on osx, and i've noticed that unrequested popup windows still open, but do so 
without shifting focus to themselves - which in effect "hides" them behind the main browser 
window.  this should be an option for mozilla users as well, so that the intended behaviour is not 
lost but users will not be as pestered by popups.  this may also be a more suitable compromise for 
developers who may not want to allow a complete disabling of popup ads.
