Steps to Reproduce:
1. Open the Sunbird Options dialog
2. Click and hold down any unselected menu button
3. While keeping the mouse button help down, move over another menu button
Actual Results:
The menu button selected in step 2 kept its mouseover effect
Expected Results:
The menu button should have lost its mouseover effect to the button specified in
step 3
This bug occurred using a clean installation of Sunbird 0.2a

I'm trying to reproduce this on Win32 with Sunbird 0.2a.
If I go to Tools > Options > General, click and hold a checkbox, then move the
mouse over another checkbox while still holding the button down, the highlighted
object continues to be the item first clicked on.
This behavior is consistent with Win32, as I tried the same test on IE > Tools >
Options > Advanced. It worked the same.
Could you clarify the issue further?

Tried it with a newer build and still had problems:
Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8a4) Gecko/20040907
Mozilla Sunbird/0.2a
Simpler reproduction steps:
Drag Alarm to Publishing. The General button stays fully selected, and the
Alarm and Publishing both have a mouseover effect.
Thats the gist of it anyway. Its a pretty trivial thing, but its still a little
messy.

Thanks for the clarification.
Bug confirmed on Sunbird 0.2a on Win32.
Going to Tools > Options brings up the "Calendar Options" window as expected.
"General" is fully selected (darker blue). Clicking and holding on "Alarms"
highlights "Alarms" in lighter blue (mouseover). Continuing to hold and drag to
any other option (except) "General" leaves "Alarms" in light blue, as well as
the other option you are moused over. Releasing the mouse button while over the
other option (for example "Views") leaves both "Alarms" and "Views" in light
blue, and "General" still selected and in dark blue. "General"'s information
still is seen in the right hand pane during the entire time.
