256228 - Resize widget doesn't resize

The resize widget (see screencap) doesn't allow resizing.  The user must place 
mouse over the actual corner of the window border in order to resize.

Reproducible: Always
Steps to Reproduce:
1. Place mouse over resize widget


Actual Results:  
Mouse cursor does not change to resize cursor. Window cannot be resized.

Expected Results:  
The mouse cursor should change to a resize cursor, and the window should be 
able to be resized.

This is the main sunbird window.
After further experimentation, the entire widget DOES allow resizing, however 
the mouse cursor does not change to a resize cursor when the mouse is over the 
widget.
