I setup a server with apache 1.3.27+bugzilla 2.17.3 + mysql 4.0.9
the server works fine,but I want to add chinese language support to this server
to support both English and Chinese language
I think maybe this is a documentation bug,should fix in doc ?or software?

input Chinese are displayed as un-recoganized chars
Expected Results:
both English and Chinese language should be readable

bug report can be read after configuring browser(IE)
but the content of emails sent from bugzilla server are not readble(outlook
with chiense language support)
