Ctrl+H and Ctrl+I both open and close the history and bookmarks respectively.
Ctrl+J opens the download manager and should also close it. This would make it
consistent with the other shortcuts.

1. Press Ctrl+J twice

Download manager opens
Expected Results:
Download manager opens and closes

This fix is included in the latest patch for bug 250396, so I'm closing it as a
dup. It wasn't really specifically mentioned in the bug, so I'm not surprised
this got filed. The only reason I know, actually, is that I took a jog through
the aforementioned patch before considering posting this exact bug.
