Command-Q won't quit Moz until File menu selected

Build ID: 2000012601 (M13)
Platform: Mac PowerBook G3/300, 128Mb RAM, VM off.
Launch M13. Hit Command-Q. Does not quit. Then go to File menu, press Command Q.
Now, it quits. Seems to relate specifically to File menu. Go to a different
menu, then hit Command Q, nothing happens again.

Swami says this ain't my bug... but I'll be nice and fix it as per usual.

You must click somewhere in the window to set initial focus before key commands
will work. This is a duplicate of bug
