Removing address bar disables access to the file, edit etc. menus. Also broken
by this is right click customize, which is bad because the user cannot
immediately undo the removal of the address bar. Access to the menus is restored
when the browser is closed and restarted.

Steps to Reproduce:
1. open the customize menu
2. remove the address bar
Actual Results:  
notice that file, edit, etc are grayed out and right click on address bar
customize is grayed out too (not any of the check marks for other toolbars)

User must close and restart the browser to gain access to customize and the main
menus (file, edit, etc.)


Expected Results:  
The user should have full access to all applicable menus.

Might be a dupe of bug 247603 Jesse did not mention any menus issues and the
problems listed in his bug presist across sessions so I filed a seperate bug.

However adding the address bar back disables the menus again forcing another
restart. So two restarts are required to restore normal functionality.

No, it should not be duped, it should be marked fixed, with a message saying
"Fixed by Bug 247063" when Bug 247603 has its fix checked in.
If it's not a dupe, it's close enough.
