when the download window is selected the top menu don't work

when i select the downloads window (command+j) the top menu seems to work but if i  
 click "File-New Window" for instance nothing happens, not even when I press
command+n.

Steps to Reproduce:
1.select download window command+j
2.try open a new window command+n
3.

Actual Results:  
nothing

Expected Results:  
open a new window
