On normal windows apps, when you begin a drag from a window that's in the
background, the drag is initialized, and this window is kept in background. 

When you have focus on a different browser window or another app and begin a
drag of a firefox element (e.g. the url bar page icon or a bookmark) from a
background window, the window is brought to front. This shouldn't happen.

Reproducible: Always
Steps to Reproduce:
1. Bring any other window in front of the firefox window
2. Try to drag soemthing (a bookmark or the url bar icon) from the firefox
window that is now in the background


Actual Results:  
Window is brought to front, drag begins

Expected Results:  
Window remains unfocused, drag begins
