This is an old problem -- missing Chinese characters in the subject line of
composing email, AND when in form filling of the browser's website. In the
course of the lately build version, sometimes, it gets improvement in one
version, then, it goes downhill again in the next. It seems to me, the problem
is somewhere in the kernel, because it affect both browser and mail/news.

Reproducible: Always
Steps to Reproduce:
1. (Easiest to see this problem) Composing an email
2. Input some Chinese characters in the Subject line
3. or go to some Chinese webpages which have a form to be filled in with Chinese
characters

Actual Results:  
Some newly inputted Chinese characters are not displayed. But these characters
are in the text stream (will show up in the tittle line of a mail under composing).

Expected Results:  
Fix this old, nagging problem by review the kernel code completely. It is a deep
level problem, and show up in both browser and mail/news.

Please take a good look of the kernel source code to find the problem dealing
with Chinese.

The severity of this bug is no higher than "major", but is more than likely
"normal".
