In checkin of

to MOZILLA_1_7_BRANCH
"dom.disable_window_open_feature.location" is set to "true"
mozilla/modules/libpref/src/init/all.js
rev 3.515.2.13
It should be "false".
This patch in trunk and AViaryBranch didn't touch
"dom.disable_window_open_feature.location".
now, to user, every popup window will display location bar by default.

We are in fact eventually going to do something like this, but this was a
mistake to check in to the 1.7 branch with the other fix. Thank you!
