Ability to hide milestones that are no longer relevant

Once a product has lived for a while it's target milestone list tends to get
big. Typically the majority of the target milestones are also a thing of the
past, and are of not much interest when you are changing the milestones of
currently open bugs. Therefore it would be nice if we could hide irrelevant
target milestones at least from the normal bug view (target milestone drop-down
list), but potentially from all views that list target milestones.

on it)
