When the mouse wheel is used the pointer does not change.

Reproducible: Always
Steps to Reproduce:
1. Move the mouse over a link or text box. The pointer will change to the
appropriate icon.
2. Scroll with the wheel (but do not press it).

Actual Results:  
The mouse pointer remains as its current icon.

Expected Results:  
It should change to whatever pointer is appropriate for its' new location.
fixed on trunk; not for firefox 1.0 or mozilla 1.7
