I have not experimented with the process, so I cannot confirm that IE is indeed required. Reproducible: Always Steps to Reproduce:

Site in URL is not here anymore. New site is http://www.uscis.gov/ and there are no incompatibilities with Firefox.

How about with other Gecko browsers (Camino, Seamonkey, etc)? It looked OK in a recent Camino trunk nightly to me but I have no idea what the original bug was trying to do (I didn't see a login anywhere).

It looks like the form at https://egov.uscis.gov/coa/addressChange.do was redesigned (and actually looks modern). No obvious brokenness, going to close as WFM. Please reopen if something finds otherwise.
