After adding --enable-xtf to my .mozconfig and building the trunk that I checked
out today, I got a linking error in layout looking for some XTF functions. This
was caused by the fact that my build didn't recurse into layout/xtf/src because
of a #ifdef MOZ_SVG guarding the src directory in layout/xtf/Makefile.in. That
lead me to find some other build bugs. I'll attach a patch that got me building.

Same patch with two redundant ifdefs removed.
