Bookmark folders shouldn't have "expand" icon when there's nothing to expand.

The left pane of the bookmark manager shows "expand" icons next to every
folder, even when there are no subfolders and thus nothing to expand. Since
the left pane doesn't show bookmarks (only folders), a folder with no
subfolders is "empty". Such a folder should not have an expand icon, just as
empty folders do not have expand icons in Windows Explorer.
Reproducible: Always
Steps to Reproduce:
1. Create a bookmark folder that has only bookmarks in it.
2. View that folder in the bookmark manager.
Actual Results:
There was an "expand" (+) icon next to the empty folder.
Expected Results:
Not shown the +.
