264335 - status bar disappears if I resize window too small

When I resize the Window by reducing its height a lot, the status bar disappears
even though there is still space for the status bar.

Reproducible: Always
Steps to Reproduce:
1. Open a new window.
2. Reduce the height of the window.

Actual Results:  
The status bar and horizontal scroll bar disappear.

Expected Results:  
They should not disappear.

If I open more tabs, load a page such as mozilla.org into the first tab and
close the first tab, the status bar and horizontal scroll bar appear. Then
whatever the size of the window, they do not disappear again (unless there is no
room for them).
