264541 - 1.8a4 converts apostrophes in bookmarks to "'"

I use a common bookmark file for all of my Mozilla clients.  Historically, this
hasn't been a problem.

When I open "1.7.3" bookmarks in 1.8a4, they display fine.  However, once they
have been saved by 1.8a4, and I reopen them in 1.7.1, I find that all of the
apostrophes have been changed to "'" (w/o the quotes).

Desired behavior:  it should be possible to use the same bookmark file
transparently in both 1.7.3 and 1.8a4, without corruption.

Reproducible: Always
Steps to Reproduce:
1.  Open a 1.7.3-generated bookmark file in 1.8a4
2.  Close 1.8a4 (which saves the bookmarks)
3.  Open the 1.8a4-saved bookmark file in 1.7.3

Actual Results:  
All of the apostrophes in the bookmark file were converted to "'" (w/o
quotes), and therefore the bookmarks no longer display correctly in 1.7.3

Expected Results:  
No alteration (adulteration?) of bookmarks; I need the ability to use the same
bookmarks file in both 1.7.3 and 1.8 (and to move it back and forth between the
programs).
