When my connection drops, even briefly (I'm on a wireless LAN), the download
manager stalls. When the connection comes back up the download file is
corrupted. The download manager should support resuming downloads whenever
possible and display an error if the downloaded file is corrupted (the data
stream gets interrupted).

Reproducible: Always
Steps to Reproduce:
1. Download any fairly large file (5MB or so)
2. Break the connection to the internet
3. Re-connect to the internet

Actual Results:  
The downloaded file became corrupted and would not open properly.

Expected Results:  
Resumed the download from the point it was interrupted or display an error
saying that the downloaded file is corrupted.
