I've done the (traditional) Chinese translation of "Mozilla Site Evangelism
Procedures" as attached.

Bob, I think the translation should add that reporter and QA need to remember to
(force) set the character encoding to UTF-8, that way, anyone can read the bug
(e.g. I don't have to reset my character encoding to read bugs in Chinese
Traditional and Chinese Simplified.) Do we have such policy for intl bugs?

Bob Clary, this:
"ASSIGNED
... If the site still exhibits problems then set the state to REOPENED. If the
site works fine in Mozilla then set the state to FIXED."

doesn't make much sense. You can't change an ASSIGNED bug into REOPENED. It
should read "If the site still exhibits problems, then contact the site again or
add non-responsive to the status whiteboard."

The changes sound reasonable to me. However, I no longer have cvs access to
www.mozilla.org. We need to find someone else who can make the changes. I would
suggest putting together a diff using doctor and asking someone to apply the
patch and check it in.
