Details

On my page, I call up a single frame of 100% set to scrolling=no
However in M13 I still get a scrollbar that I do not want.
Mozilla needs to be able to handle the scrolling=no element
of the frame tag.

Example of source:
<frame name="option" src="bm1.html" scrolling=no noresize>
