Certain websites are being more agressive after SP2, using the old close window,
launch a pop-up ad technique.

Reproducible: Always
Steps to Reproduce:
1. Visit a website that uses technique
2. Close window
3. Pop-up ad

Actual Results:  
Pop-up ad

Expected Results:  
Pop-up blocker should've blocked the site from launching the pop-up ad once I
closed the window.
