When the page at http://www.theo.net/pb_bans/pb_bans1a.php loads the scroll bar
appears and disappears when the page is loaded. When it is finished loading the
scroll bar is the wrong size. When I scroll down the page, I can not reach the
bottom of the page. This problem does not occur in IE 6.

Reproducible: Always
Steps to Reproduce:
1. Load http://www.theo.net/pb_bans/pb_bans1a.php
2. When finished scroll down.

Actual Results:  
Can not reach bottom of the page when scrolling.

Expected Results:  
Reach the bottom of the page when scrolling.

I made some screen shots.

These two shots show the scroll bar appearing and disappearing when page loads.
Notice that you can only see the up arrow of the scroll bar.

If I start using the arrow down key I will get this corrupt display.

Using the scroll wheel on the mouse, this is as far as I can scroll down.

Now I can use the down arrow key to get to the bottom.
Notice the scroll bar now show the bottom arrow, but not the top.

URL is 404
I can load www.theo.net, but it doesn't have a scrollbar (for me)

resolving WORKSFORME.  If you know where this page still exists and the bug
still exists with a recent build (1.8b1), please reopen.
