This is done in the all users profile. Reproducible: Always Steps to Reproduce: 1. Install firefox with the custom option 2. Uncheck the "Start Menu" box 3. Click on Start/Programs, see Mozilla Firefox folder Actual Results: An empty folder is placed in the all users profile start menu Expected Results: Nothing should be placed into the start menu if you choose not to put anything there
