During a custom install of Firefox, when asked where to put icons, if the "Start
Menu" box is unchecked, the installer does not put an icon into the start menu,
but does still put an empty "Mozilla Firefox" folder there.  This is done in the
all users profile.

Reproducible: Always
Steps to Reproduce:
1. Install firefox with the custom option
2. Uncheck the "Start Menu" box
3. Click on Start/Programs, see Mozilla Firefox folder

Actual Results:  
An empty folder is placed in the all users profile start menu

Expected Results:  
Nothing should be placed into the start menu if you choose not to put anything there
