IMHO there is no need to disable mailbox access when offline for movemail
accounts? Or is there any reason for this?

Weeeellll…  movemail accounts are for local mailboxes, so I can see them still being available in offline mode…  But I think the subject of the bug is a little broad.  What sort of things are we proposing to enable for movemail accounts in offline mode?

I can see value in letting movemail work in offline mode, but I've long since paged out of my brain what going offline triggers in mailnews; I'd have to see what gets turned off before I could say for certain.
