if you have a mail filter that moves pop3 mail, and you open a folder that has
had mail filtered into it, the junk mail plugin doesn't run on that mail. Though
some people find that desireable, the intent is that the spam filter run on the
filtered mail as well.

the has new messages flag is not set when we get to this point...so we check
hasNewMessages instead...
