Nightly build 2000020708: OS Win98: When the height of the table is set (regardless if set by html or css), tfoot appears before tbody. When the height is not set, it displays as it should (tfoot after tbody).
This occurs when 'height: 100%' is assigned to TABLE. See attachment.
Forgot to mentioned this... When viewing the first testcase, http://bugzilla.mozilla.org/showattachment.cgi? attach_id=5088 resize the height of the browser.
...Resize the height of the browser until you see a vertical scroll bar. tbody will pop above tfoot.
attachment id:5230 the table with height 24mm displays tbody before tfoot the table with height 25mm displays tfoot before tbody tested with Build:20000221316
