Firefox does not render the colors for scrollbars when using a linked CSS style
sheet, e.g. where the CSS stylesheet contains a definition as follows:

BACKGROUND-COLOR: #acc8e3;
SCROLLBAR-BASE-COLOR: #9cb8d3;
SCROLLBAR-TRACK-COLOR: #acc8e3;
SCROLLBAR-ARROW-COLOR: #FFFFFF;
SCROLLBAR-HIGHLIGHT-COLOR: #acc8e3;
SCROLLBAR-SHADOW-COLOR: #acc8e3;
SCROLLBAR-LIGHTSHADOW-COLOR: #7c68c3;
SCROLLBAR-3DLIGHT-COLOR: #acc8e3;
SCROLLBAR-DARKSHADOW-COLOR: #bcd8f3;
}
Firefox should display custom CSS definitions if they exist in preference to themes.
