IE is never displayed as an Import option, neither on initial Import setup nor
when Import is chosen from File menu

Steps to Reproduce:
1.chose Import in File OR
2.Import as opened on install
3.

Actual Results:  
IE not listed as Import from option

Expected Results:  
IE should have been displayed as Import from and Bookmarks/favorites imported
