This code will probably be more controversial than bug 268893, because there is
probably less clear consensus on what should be allowed, and what shouldn't.

The basic code is working in a harness. It is sort of messy, but to the point
where I thought it would be better to post it than sit on it.

I also have drafts of a design document for the function and reading notes from
trying to decide what the "correct" interpretation would be.

I'm trying to find some time to read through DNS and BIND for final hints of
what would be useful.
