Tool-tip not displayed when user TABBED thru elements having title attr

A keyboard user may not have mouse skills, and may not desire or need a screen reader, a blind person may be demonstrating or requesting info from a sighted person. Reproducible: Always Steps to Reproduce: 1. open the page, and 2. mouseover the three examples, 3. now tab to each example Actual Results: Only the mouseover raises a tooltip in each case Expected Results: each example should raise a tooltip when tabbed to

I can't help that no one is working on this bug
Aaron, I'm raising this to major as I've noticed that accessible flash pages now provide tooltips when tabbed to. This is a pretty obvious feature, which should already be facilitated. cheers

Jonathan, it won't make it into Firefox 3. Feel free to remind me after Firefox 3 that we should take a look at it.
Aaron, parity Opera, provided the cursor is on the window, Opera now updates the tooltip content as focus changes

We are also facing same issue with Firefox. Firefox Version- 56.0.2(32-bit) tab to controls having tools tip but tools tips are not displaying. which we are able to see tool tips in chrome and edge.
