elements with "title" data raise a tooltip in mozilla.
for instance <acronym> and <img>

Device Independence suggests that all input devices, including keyboard tabbing
should also raise tooltips.

A keyboard user may not have mouse skills, and may not desire or need a screen
reader, a blind person may be demonstrating or requesting info from a sighted
person.

Steps to Reproduce:
1. open the page, and 
2. mouseover the three examples, 
3. now tab to each example 


Actual Results:  
Only the mouseover raises a tooltip in each case

Expected Results:  
each example should raise a tooltip when tabbed to

I'm raising this to major as I've noticed that accessible flash pages now provide tooltips when tabbed to.

This is a pretty obvious feature, which should already be facilitated.

Jonathan, it won't make it into Firefox 3. Feel free to remind me after Firefox 3 that we should take a look at it.

provided the cursor is on the window, Opera now updates the tooltip content as focus changes

We are also facing same issue with Firefox. 

Firefox Version- 56.0.2(32-bit)

tab to controls having tools tip but tools tips are not displaying. which we are able to see tool tips in chrome and edge.

Still reproducible on the latest versions of Firefox Nightly 95.0a1 (2021-10-18), beta 94.0b7 or release 93.0 on Windows 10.

I shall not last many years more, seventeen is unlikely, though plausible...
