Vertical scroll by the arrow keys or the pageup/down keys sometimes get disabled while you can scroll by dragging the bar up/down. Rolling the mouse-wheel don't work either. The control is not restored until you re-create a window.
I'm on Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8a6) Gecko/20041225 Firefox/1.0+ and have this problem at least for a few days
Can you see, might this be a duplicate of bug 249136? We need a reproducable testcase or this bug will have to be closed INVALID. We can't fix anything if we can't make it happen ourselves. Can you scroll in the window with keys after you click in it?

Could this be happening because a multiline textbox has the focus? When you click in the Additional Comments box on this page (or any other empty multiline textbox), this bug is reproduced: the arrow keys won't scroll the page (nor will the mouse wheel) but the scrollbar on the side will move the page. The mousewheel does nothing even if there are several lines of text in the textbox (but is that the ideal behavior?). For what it's worth, in Internet Explorer, the mouse wheel will scroll the page in this situation (but the arrow keys won't).
Seems like it went away - I'm on Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8b2) Gecko/20050404 Firefox/1.0+ now.
