universal autodetect recognizes windows-1255 (hebrew) as windows-1251 (cryllic)

take the file attached (text in windows-1255, hebrew wrapped with simple html)
open it with FireFox.
set Auto-Detect->Universal
the text shows in cryllic although it is in hebrew.
(do the same with MSIE and it recognizes it correctly :))
